Description and Deliverables

In the context of the Teacher Education Improvement Project (TEIP), and in keeping with the Teacher Education Strategy (TES), the aim of this project is to make provision for under-qualified, grade 1-4, class teachers to upgrade their academic qualifications to degree level and to gain a professional teaching qualification and, thereby, meet the standards required for teacher certification. The project:

  1. Supports and implements the preparation of templates for upgrading programs for under-qualified, grade 1-4, class teachers;
  2. Designs and implements a Readiness-to-Teach Index of competencies for experienced, grade 1-4, class teachers.
  3. Identifies criteria for the selection of around 2,500 under-qualified teachers in those schools participating in the pilot phase;
  4. Provides a list of available teaching aids and classroom equipment considered necessary for the satisfactory implementation of the new Palestinian curriculum;
  5. Develops and implements upgrading programs for Teacher Education Institutions (TEIs);
  6. Designs and implements a monitoring and evaluation system for measuring the effectives of the upgrading programs;
  7. Prepares a final report with a comprehensive set of recommendation and concrete implementation advice for taking Component 2 of the TEIP to scale.
Services
  • Technical assistance to the National Institute for Educational Training (NIET) and the selected TEIs in the development of a Skills Competency Assessment of Grade 1-4 class teachers and in the revision of current provision of programs in teacher training institutions;
  • Support in the development of a skills-competency assessment of current class teachers to be used to design modular skills upgrading courses, and with the evaluation of phase one and the preparation of a plan for scaling up this initiative using the evaluation data;
  • Technical Assistance to the NIET and the selected TEI in designing a modular program for upgrading the skills of class teachers identified as part of the baseline assessment;
  • Support in the development and implementation of a teacher certification program aimed at upgrading the skills and competences of approximately 2,500 under-qualified teachers in grades one through four (class teachers) in selected schools;
  • Provide technical assistance to the Ministry of Education and Higher Education´s Assessment and Evaluation Centre in conducting the evaluation of project implementation and impact assessment;
  • Provide implementation support for the evaluation of the pilot and the preparation of a plan for scaling up this initiative using the evaluation data
