Description and Deliverables
Objective
Support MCA-Mongolia in the design of instruments for a rigorous impact evaluation of VET activities to assess the extent to which VET project activities, and, in particular, the establishment of a competency-based training system and complementary equipment upgrades, impact the overall quality of VET schools as well as the skill-level, productivity, employment, and income of VET graduates.
Tasks
Support the Development of a Graduate Follow-up Survey which serves as a vital part of the evaluations efforts through the development of assessment tools, namely Trade-Specific Knowledge Tests for use in several surveys that will be carried out as part of an impact evaluation study by MCC and MCA Mongolia.
Trade-Specific Knowledge Tests are developed for 43 trades to collect information on the knowledge level of VET graduates participating in the baseline data collection several months after students graduate from the VET schools. The tests are developed based on international experience taking into consideration the conditions in Mongolia; the tests developed are piloted with a relevant sample of students, assessing their effectiveness at measuring performance and knowledge, and making revisions as necessary. The tests are piloted in 10 selected VET schools. Relevant scoring mechanisms for all of the test modules are developed to allow translating the results of the Trade-specific Knowledge Tests into scores. The scoring system is designed in a way to generate comparable data across participants and trades.
