Description and Deliverables

The TVET Project is one of five projects designed under the Millennium Challenge Account – Mongolia (MCA-M) to address the primary constraints to even economic growth in Mongolia. In addition to developing a National Vocational Qualifications Framework the program seeks to improve public-private partnerships in TVET, define industry-led skills training standards for occupations and trades and translate these standards into modern competency-based curricula. A new national curriculum will be integral to Mongolia’s national education system and be supported by modernized instructional equipment and technology, curriculum materials and learning resources and underpinned by improved teacher training and professional development.

The project is aiming at securing more equitable access for Mongolians to a quality improved and relevant TVET system. The desired TVET system will be national, uniform, regulated, consolidated and modernized; one that is characterized by pathways ensuring the adequate supply of TVET graduates to occupations and trades currently characterized by skill shortages. The project in conjunction with MCA-Mongolia and Mongolia’s Ministry of Education, Culture and Science is aiming to improve teaching and learning environments across the national education system. It is aiming to strengthen linkages between the current TVET system and the labour market, increase the quality and relevance of vocational education and training and improve the teaching and learning environment.

The project encompasses the following fields of intervention:

  • development of agreed skills standards and a National Vocational Qualifications Framework (NVQF) and the integration of current fragmented provisions for technical and vocational education and training into a single and uniform TVET system governed by the NVQF;
  • regular revision and adaptation of TVET instructional programs to new economic and business circumstance in line with the NVQF;
  • development , installation and piloting of a competency-based training system that reflects the agreed upon educational and skills standards, modern and relevant TVET curriculum programs, teaching and learning methodologies, updated instructional materials and new evaluation processes;
  • establishment of National Learning Resource Center (NLRC) to support new approaches to TVET including training technologies based on hands-on experience for students; and
  • definition, design, development and implementation of a national training system for TVET instructors in support of a continuous learning approach to professional development.

  • Design, develop and a support a National Vocational Qualifications Framework as the underpinning instrument for the development of a policy, legislative and regulatory framework to guide rationalization and equalization of the national TVET system.
  • Development and piloting of competency-based training systems including measures in support of competency-based curriculum development, education and skill standards setting, teaching and learning methodologies and instructional materials.
  • Review, develop and make recommendations for the procurement of instructional materials, learning resources and media-based instructional technologies for the new curriculum programs.
  • Establish and maintain a National Learning Resources Center (NLRC).
  • Development of a national pre-service and in-service training system (professional development program) for Mongolia’s TVET instructors.
