Description and Deliverables

The objectives of the Education Quality and Relevance Project are:

  1. Enhance and facilitate school learning in general education and improve the school readiness of children entering primary education; and
  2. Ensure equal access to and improve quality, relevance and accountability in tertiary.

More specifically the project has the dual aim of raising the quality of education and ensuring its relevance to the new economy and knowledge society needs along with carrying forward reforms to improve the efficiency of the education system. The objective of the TA is to support the implementation of the “Supporting further improvements in the quality of education through improved teacher in-service training and professional development” subcomponent through the development of a national system for teacher professional development, and creating a school improvement network.

The Technical Assistance:

  1. provides the latest approaches on the best international practices and current trends in teacher professional development,
  2. assists the Ministry of Education and Science in developing a package of new legal normative documents for ensuring teacher professional and career development process according to the requirements of the new General Education Law,
  3. provides assistance in developing teacher professional development schemes for teachers,
  4. assists in creating of Schools Association, the goal of which is to support innovations and dissemination of progressive experiences,
  5. provides awareness raising activities for the government officials and other stakeholders, such as NGOs, education institutions.
Services
  • Desk Study on Professional Development and Training of Teachers;
  • Develop required package of legal normative documents for ensuring renewed teacher professional and career development process including;
  • Design new professional development and training scheme and elaboration of programs for teachers professional development and training;
  • Study the existing market of institutions providing training services, evaluate  and make recommendations for their strengthening;
  • Assist in establishing Schools Association in Armenia and support the Association in its operation on the initial stage;
  • Development of a code of ethics for the teaching profession;
  • Provide ongoing (in-country or on-line) assistance to local experts in elaboration of required materials (including a capacity building program)
  • Analyze and evaluate the impact of trainings provided by different organizations;
  • Organisation of study tours for local experts, representatives from Ministry of Education and Science, National Education Institute, Center for Education Projects
