Description and Deliverables

The project design aims at an integrated approach to improving the quality of vocational training and employment services. The project advises the relevant actors in three key areas "accreditation", "certification" and "labour market information system" to change the procedures and processes in a way that will improve the market overview for stakeholders. In particular, it supports the State Committee for Migration and Employment, with its decentralized offices and information and communication centres, the State Agency for Vocational Education including selected education institutions, the Ministry of Education and Science and the Chamber of Commerce and other project participants in creating conditions for improved accreditation and certification of educational institutions, education courses and vocational qualifications as well as the introduction and use of an improved labour market information system.

The approach at the macro level includes the development of the existing labour market information, including the development of binding structures of communication with all stakeholders. It also includes the setting up and moderating a forum for the exchange of models of accreditation in the entire education system and the analysis and revision of existing standards for the certification / accreditation of institutions of vocational training. The analysis of the legal regulations for certification in the field of education is organized with the aim to develop the training model for initial training. At the meso level the Chamber of Commerce will be supported in implementing the new certification process. At the micro level, selected institutions of vocational education will be assisted in implementing changes in organizational structures and procedures in pilot areas.

The objective of this contract is the introduction of selected procedures and instruments of certification on a pilot basis.
Services

Involving all relevant groups of actors of vocational training (government, private sector, civil society actors), advice and support to:

  • Initiate a working group on certification in initial vocational training
  • Creation of a work plan (Activities, stakeholders / responsible, timing, partial results / products)
  • Analysis of legal regulations in the field of training and testing of the transferability of the model for training to the initial training
  • Inventory of experiences in the certification in continuing and initial vocational training and discussion of policy options for model development for certification in initial vocational training (including recognition of acquired partial qualifications)
  • Description and discussion of the "lessons learned"
  • Development of the organizational model and the process for the training in terms of transferability to the initial vocational training
  • Designing an organizational model for certification in initial vocational training, including the description of the procedures, financing, operations and responsibilities of participants in the certification process
  • Designing a framework for an examination and approval of certification
  • Description and documentation of the (provisional) participatory organizational model for certification in initial vocational training as an agreement of relevant parties for pilot introduction
  • Description and documentation of a (provisional) certification guideline on vocational training in Kyrgyzstan
  • Plan for organizational development (including funding) of the executive institutions (particularly the Chamber of Commerce, the State Agency for Vocational Education and Training / Ministry of Education and Science, including decentralized structures, partners and stakeholders)
  • Designing a staff development plan taking into account the qualification of certified examiners and multipliers (gender differentiated)
  • Discussion and review of the organisational and personnel development plan of the implementing organizations and stakeholders (workshop)
  • Draft of a work plan to implement the organizational model and the introduction of the certification system in vocational training
  • advice to partner staff regarding the introduction of new examination tasks in initial vocational training
  • developing a nationwide network of examiners
  • Introduction of examination regulations for vocational training
  • Participation in committees to develop regional and international compatibility of standards and certificates
  • Conduct public relations activities;
  • Close coordination of activities with other donors active in the sector and bilateral and regional projects;
