Description and Deliverables

The overall objective of the project of which this contract is a part of, is ensuring the provision of formal and non-formal vocational and technical education and training according to labour market needs, supporting life-long learning, strengthening the relation between education and employment and facilitating harmonization with European Qualifications Framework (EQF). The purpose of this contract is to support the VQA and Occupational Standards Development, Vocational Knowledge and Skills Testing and Certification Centres (VOC-TEST) to establish and initiate an efficient and sustainable National Qualifications System based on agreed occupational standards with an appropriate system for assessment, grading and certification at all levels in line with European Qualifications Framework.

The results to be achieved are:

The framework for the National Qualifications System to operate in a sustainable and efficient way has been established, and the system has started functioning in selected priority sectors.
The institutional capacity of the VQA and Occupational Standards Development, Vocational Knowledge and Skills Testing and Certification Centres (VOC-TEST) to provide services in a sustainable and coordinated manner to all stakeholders has increased,
The awareness of all stakeholders (public and private sector actors, unions, labour force, and NGOs) on NQS increased, and their ownership of the system has been achieved.

Services

Short and long term expert inputs into the following activities:

Preparation and monitoring work plans, and monitoring the immediate and medium term impact of the Project
Development of National Qualifications Framework (NQF)
Supporting EQF referencing process including the preparation of EQF referencing report
Formulation of a NQS, including advising on the preparation of supporting legislation, strategy document and policy initiatives
Preparation/Review of the Draft Law on Regulation and Mutual Recognition of Professional Qualifications
Design, implementation and monitoring of procedures, guidelines, and criteria for development of occupational standards and national qualifications
Design, implementation, and monitoring of procedures, guidelines, and criteria for quality assurance within the NQS
Constructing a Management Information System for the NQS
Implementation and monitoring the Grant Scheme
Assisting with the establishment of institutional management systems
Design, implementation, and monitoring of a Capacity Building Strategy
Networking with relevant government departments, education bodies and social partners
Experiences of the VQA are documented and disseminated
