Description and Deliverables
The objective is to improve the transparency and accountability of the public budget process at the Regional Administration level. This work builds upon, and strengthens, several initiatives which have either already been undertaken, or are ongoing, under the Protection of Basic Services (PBS) project, including: the preparation of Laypersons’ Guides to the Public Budget Process at the Regional Level; the preparation of Layperson’s Public Budget and Expenditure Templates; the Design of Media Disclosures of Full Regional and Woreda Budget Data; and the Design and Delivery of Budget Literacy Training for Regional and Woreda Council Members.
The work involves the design and delivery of large-scale public workshops in each of the 5 Regions (Amhara, Tigray Benishangul Gumuz, Oromia and SNNPR). Participants of the Workshop include representatives from the Bureau of Finance and Economic Development (BoFED) and Regional Administration, representatives from Woredas, Civil Society Organizations working in that Region, and the general members. The Workshops are organized and delivered in very close collaboration with each Region’s BOFED, as well as with the collaboration of the Ministry of Finance and Economic Development (MoFED). In each of the Regions, the Workshop focuses on that specific Region’s Public Budget and Expenditure information..
Services
- Work with the Regional BoFED to identify a high-level dignitary opening the Workshop;
- Assist the Regional BoFED in preparing and delivering invitations to the Workshop to relevant Regional Administration officials, Regional dignitaries, and selected Woreda-level invitees;
- Work with the PBS Unit, MoFED, to identify 2 participants each from 2 BoFEDs in other Regions where such a Regional Workshop is not being planned for;
- Work with the Management Agent for Component 4 of the PBS Project to identify the main CSOs operating in the Region and issue invitations to those CSOs to the Workshop;
- Identify and secure a suitable Workshop venue;
- Arrange any local language translations which are necessary for the Workshop;
- Organize widespread publicity for the Workshop prior to the event using a variety of media (newspaper, radio, TV, posters, etc.);
- Work with the media to ensure that the general public knows about the Workshop and ensure participants are alerted to attend the Workshop;
- Ensure there is widespread publicity of the proceedings and outcomes of the Workshop both during and immediately after the Workshop using a variety of media (newspapers, radio, TV, posters, etc.);
- Deliver a comprehensive report on the proceedings and outcomes of the Workshop to the relevant BoFED and also to MoFED (the PBS Unit)
