Description and Deliverables
The project consists of two components:
Regional Component 1: Improvement of the institutional framework, governance and capacity in the education sector at the federal level,
Regional Component 2: Improving the institutional framework, governance and capacity in the education sector in Punjab.
Both components are closely interlinked, but have a different regional focus and different partners. The regional component 1 with location Islamabad is acting with a federal approach. According to its mandate it will mainly communicate on federal level, i.e. with the Federal Ministry of Education. In the spirit of the 18th Amendment to the Constitution, which also concerns the reorganization of the federal and regional responsibilities in regard to education, new coordination mechanisms between the central and decentralized levels are being be developed. In this context, developments on the central level must be closely observed, so that the project adapts its activities to the needs arising in real time.
The regional component 2 with location Lahore is dedicated to capacity development in the province of Punjab and thus supports the adaptation to the changing legal and institutional framework, considering the increased regional competencies and facilitating the coordination with the national education policy from the provincial level.
Services
- Implementation of the project in close cooperation and coordination with the Ministries of Education (Federal Ministry of Education, School Education Department, Punjab) and other concerned government authorities
- Coordination of all operations with key stakeholders
- Planning and control of operations as well as supervision and monitoring of results of national and international experts
- Coordination of the organization and management of training activities
- Monitoring and documentation of work progress in accordance with the monitoring system of the education program
- Assistance in planning and management of project-related studies
- Harmonizing the tasks in the Punjab with the tasks on federal level
- Assist in developing a restructuring plan following the 18th Amendment which will update responsibilities at central and regional (provincial) levels, under the leadership of the partner organizations
- Development of a gender-sensitive capacity development plan for the education sector
- Advising partners in the implementation of the capacity development plan
- Advise the partners in the integration of selected strategies and targets (as formulated in the NEP) into the sector plans of the provinces (especially Punjab) as far as compliance with the 18th Amendment is secured
- Support of the Federal Ministry of Education in carrying out its coordination and monitoring functions
- Contributions to the development of a national system of education indicators (Performance Assessment Framework).
