Description and Deliverables

Despite tremendous progress during the last years in the field of education, in particular in terms of enrolment rates, the education sector has been continuously characterized by a number of serious deficiencies. The major challenge for the sector is the establishment of an operational education system in a crisis-sensitive context which is able to contribute to the overall stabilisation of the country. In the area of primary education, the low quality of teaching and its low relevance for the further levels of education as well as for an income-generated employment are core issues for the project.

The project is essentially contributing to the “Development Offensive” established for the Northern Provinces of Afghanistan by the German Government in the framework of support to the education sector. Services are provided which serve capacity building in the Ministry of Education. In addition, innovative models and concepts for a practice-oriented teacher training, the promotion of young women to become teachers, professional orientation and practical learning in primary education as well as extra-school activities for young people to be implemented in the 5 Northern Provinces are considered for implementation.

Part of the National Education Strategy is the establishment and operation of an Education Management Information System (EMIS). It is supposed to be established throughout the country and organized, conducted and used by professionals at the national level and in the provinces and districts. The design of the EMIS is supported by donors and development partners. The project "Results-based Monitoring" refers to both the existing EMIS of the Ministry of Education and the M&E System of the Teacher Education Department (TED) in the Ministry of Education as well as to the implementation and impact of projects within the components of German technical cooperation. Results from the monitoring activities of the latter are made available to the M&E Unit of the TED and are fed into the overall EMIS. A capacity assessment for the M&E Unit of TED and a corresponding capacity development strategy are developed and implemented.
Services
  • Establishment of a situation analysis in terms of the existing M&E system in the TED, taking into account the national EMIS in the Ministry of Education, including identification of information gaps or possible data graveyards.
  • In consultation with the leadership of the TED developing and implementing a capacity development strategy for the M&E Unit in the TED.
  • On the basis of modular components and goals and their indicators, planning and implementing a results-based monitoring in accordance with the GIZ guidelines and appropriate handouts.
  • Planning and conducting a baseline study of teacher behavior and student performance in 2011 and at least one repeat study in 2013: development of instruments, collection, processing, data analysis and comparison of results and documentation.
  • Definition of mechanisms for the implementation of monitoring: frequency, parties responsible, tools, cost, method(s) of analysis, degree of dissemination of monitoring results and their application
  • Planning and implementation of monitoring: development and piloting of instruments, selection and training of users, collection, processing, analysis and documentation of data
  • Timely and event-driven delivery of results, creating monitoring reports, if necessary, feed the data into the M&E system of TED
  • Ensure the dissemination and use of monitoring results
  • Timely supply of relevant data and information into the monitoring system of the German Federal Government (Tracking System)
