Description and Deliverables
The new National Human Resource Development Strategy (NHRDS) and the 10th National Development Plan (NDP10) both aim at creating an education system capable of providing an adequate supply of qualified, productive and competitive human resources. In line with these two policies, the technical assistance project aims at supporting the Ministry of Education and Skills Development (MoESD) in providing strategic planning and operational oversight in implementing key reforms. The project encompasses a total of four components:
- Component: Providing high-level strategic support and monitoring assistance with regards to the elements of NDP10 relating to General Education, Tertiary Education, Teacher Development and Management and Skills Development, including improved capacities in management, monitoring, planning and coordination of the various EU-funded consultancies in Botswana.
- Component: Support to the implementation of the NHRDS through capacity building (HRD Advisory Council, Sector Committees, stakeholders).
- Component: Development and establishment of a National Qualifications and Credit Framework, including design, quality assurance, database management and legislation, taking into account the Regional Qualification Framework (RQF) of the Southern Africa Development Community.
- Component: Provide short-term technical assistance with regards to the components above.
Services
Expertise input in the following fields:
- Preparing a comprehensive technical report showing the strengths and weaknesses, achievements and main challenges in the education sector (on the basis of a review of key documents (policies, reports, plans, programmes), the analysis of key education statistics and a review of on-going and planned MoESD initatives/programmes)
- Adjustment of programmes taking into account above results, improving/updating monitoring and evaluation using data acquired
- Review of the mandates, tasks and operational plans of the HRD Advisory Council
- Assistance in drafting/revision of a Botswana National Qualification Framework (NQF) on the basis of an assessment of current qualifications and quality assurance modalities
- Assistance in the development of a National Qualifications Authority (NQA)
- Capacity building taking into account the weaknesses identified (HRD Advisory Council, MoESD, Manpower & Planning Unit, Project Office, Sector Committees, NCQF Administration Staff, NQA)
- Development, planning and possibly implementation of new programmes
- Review of the MoESD’s Revised National Policy on Education
- Dissemination of results to relevant stakeholders in the sector
- Assist the Project Office in raising public awareness
- Facilitating high-level meetings and Joint Annual Appraisals of HRD Sector Policy Support Programme (SPSP)
- Coordination of EU-funded technical assistance projects
- Improving knowledge management, promotion of best practices
- General assistance to all stakeholders involved (coordination, production of reports, management)
