Description and Deliverables

The overall objective is to support the Association of African Distance Learning Centers (AADLC) in managing complex service contracts on behalf of its member centers and to help the Association in development and implementation, through peer/action learning on real-life projects, of an efficient working structure, including designing and implementing the strategic plan. The plan should allow AADLC to be the main point of contact for relations with the World Bank, to support the expansion of the network in Africa and manage membership, business development, advocacy, marketing and communication. Among the competencies AADLC must develop in order to effectively and sustainably manage itself are: the capacity to organize itself as a member organization and the capacity to perform essential functions listed above, on behalf of its member Centers.
The team of consultant team provides expertise in design, implementation and coordination of a structured transition from the donor-supported situation to a self-sustaining situation. The specific objective is to bring first-hand international and African experience in the AADLC development as a planned organization-wide effort to increase the organization’s effectiveness and viability. In addition this consultancy helps to refine and operationalize the vision and mission of AADLC.
The assignment on Knowledge Transfer in Change Management is executed by a team of consultants who focus on the following key areas:

  1. Governance
  2. Business Development
  3. Information Technology Development
  4. Learning design.
Services
  • Assess, recommend and implement measures towards strengthening and improving the administrative and organizational structure of AADLC and Development Learning Centers (DLCs).
  • Refine and operationalize the mission and vision of AADLC and DLCs and ensure that there exists synergy between the individual DLCs and AADLC.
  • Coordinate the development and implementation of a Change Management Manual for AADLC and DLCs and advise on the role of AADLC and that of every member of the Association
  • Develop a guide/ marketing tool kit for both AADLC and DLCs.
  • Recommend how business development can be incorporated within the Organizational Structure of AADLC and DLCs and develop and implement tools and templates to be used by AADLC and DLCs for purposes of market surveys and surveys on client satisfaction.
  • Develop and implement a guide on costing of services, sales and pricing on services to clients for both AADLC and DLCs.
  • Give operational support in terms of concrete business development efforts for AADLC and DLCs.
  • Coordinate business development communication and marketing efforts for AADLC and DLCs with the Global Development Learning Network (GDLN) global secretariat to align with regional expertise and global standards.
  • Analyze the new ICT landscape in Africa – with regard to satellite connectivity and fibre optics - and make recommendations on available technology and connectivity options for AADLC and DLCs in terms of budgetary, administration and governance implications.
  • Determine and establish linkages with relevant National educational and research networks (NERN) in Africa and evaluate use of these NERNs in providing connectivity to existing and new DLCs.
  • Explore and study the possibility of architecting a heterogeneous network for AADLC with disparate connectivity solutions yet supporting a common set of applications and services
  • Advise DLCs on how to design and implement secondary networks.
  • Evaluate the technical and financial feasibility of setting-up national or regional Video Conference (VC) bridging facilities
  • Advise on improvement of quality of delivery through video-conferencing.
  • Advise AADLC on the development of online tools and instruments that can be adopted by DLCs to move towards a paperless working environment as exemplified by GEM (GDLN Event Management System). This will include an event management system for use by AADLC members.
  • Prepare and provide a system to allow AADLC to negotiate next generation connectivity contracts through development of templates and checklist that will be disseminated during the workshops.
