Description and Deliverables

The overall objective of the ECOSORN project is to contribute to poverty reduction through increased household income, mainly through increased agricultural production. The project purpose is the economic and social development of the rural population in 3 north-west provinces of Cambodia, in a way that benefits equitably to both men and women. Smallholder farmers and their family members living in the project area are the primary beneficiaries of the project.
The purpose of this contract is the provision of services to plan, implement, deliver and follow-up vocational trainings in Siem Reap, Battambang and Banteay Meanchey Provinces with commune councils and develop economic and employment opportunities for young people and unemployed women in rural areas. Among these a special target group of mine/UXO victims has been identified.
The following results are foreseen:

  1. 40 Commune Councils have the capacity to develop, implement and monitor Vocational Training Plans (VTPs).
  2. 1,670 young rural people have received vocational trainings and have access to job opportunities
  3. 120 victims of land mines/UXO have received occupational training to improve their livelihood and generate additional income

The lack of vision is a major constraint for the development of new and diversified employment opportunities in rural areas. The project will contribute to enlarge the opportunities offered to unemployed and unskilled people to increase their capacities and better meet the requirement of the job markets. Specific skills to develop rural services, accompany rural development and prevent migration will be favoured. The specific needs of handicapped people have to be incorporated. The project also aims to improve disabled people's employment and income through the creation of income-generating activities, and enabling the vocational inclusion of young disabled workers through employment.
Update of Training Employment Needs Assessment will be undertaken in the target provinces and communes to identify niches of employment and alternative training opportunities (formal and informal vocational and technical trainings). Existing vocational training centres will be selected on quality criteria and local informal training solutions will be explored at commune level.
Commune Councils will be trained and mentored to develop Commune Vocational Training Plans, facilitate the selection of trainees at commune level and mine/UXO victims at target villages level (using socio-economic criteria), organise, finance and follow up training sessions in pre-selected training centres. Mid-term follow-up tools will be set up to maintain consistent data on number of people trained, integration rate and salary level, with disaggregated base. Together with the commune councils, financial mechanisms to ensure long-term inclusion and implementation of vocational training plans in the Commune Development Plans will be developed and tested.

The assignment will contribute to improve the Labour Market Information System at commune and district level, working with Provincial Department of Labour and Vocational Training district and provincial staff, developing communes' Training Employment Needs Assessment (TENA) and formulate Vocational Training Plans in the Commune Development Plans.
