Description and Deliverables

The overall goal of the project is that the dual (cooperative) system of vocational education and training is an integral part of the national VET system and contributes to a better qualification and higher employment of graduates and employees.
The goal of the second phase is that the in-company apprentice training in the sectors of textile and tourism/hotel is an accepted and integral part of vocational education that can be applied to other sectors as well.
The approach is based on a first phase that demonstrated the feasibility of on-the-job education and training centres (Centre de Formation par Apprentissage, CFA) through pilot schemes. Seven support packages for stakeholders will be enhanced and completed.
In the first part of the second phase the following has been developed:
Three packages are directed at involved enterprises, they encompass instruments and advisory services for (1) the organisation of in-company training, (2) the development of training programmes and (3) the qualification of training and education staff.
Two packages are directed at intermediaries with key positions for the introduction and dissemination of in-company training. One of these packages will qualify the national training institutes ESITH (Ecole Supérieure de l’Industrie Textile et Habillement) and ISITT (Institute Supérieur International du Tourisme de Tanger) to support enterprises in the establishment and operation of CFA. The second package enables trade associations to win associated enterprises over for a broad involvement in the new form of VET.
Two packages are directed at the SEFP (Secrétariat d’Etat chargé de la Formation Professionnelle). The first one supports the development of suitable legal, administrative and financial regulations for in-company apprentice training. The second package concerns the effect-oriented Monitoring as well as the institutional embedding of in-company apprentice training.

The second part of the second phase will focus on the implementation of in-company training in the national VET strategy. The aim is to enable the Ministry to extend the FPMT (Formation Professionnelle en Milieu de Travail)  approach to other sectors as well. According to the needs of companies, the following is also being developed: the methodology to adapt the training content to new job profiles as well as an organizational guide to developing intercompany training centres (CFA interentreprises).

  • Development of a guide for the steering of enterprises in the establishment and operation of in-company training centres by ESITH and ISITT
  • Capacity building and advisory services for ESITH, ISITT, FNIH (Fédération nationale de l’industrie hôtelière), AMITH (Association Marocaine des Industries du Textile et de l'Habillement) and regional directorates of SEFP to support their role as training service providers
  • Advice and support to the SEFP and it’s regional directorates for the development of legal, administrative and financial regulations for in-company apprentice training in all sectors
  • Development of a marketing strategy and implementation of a PR campaign
