Description and Deliverables

The purpose of the consultancy is to develop a strategy to:

  • Increase access and equity in the TIVET (Technical, industrial, vocational and entrepreneurship training) system; develop a comprehensive legislation for effective co-ordination and harmonization of TIVET activities in Kenya and the establishment of an overall authority with sufficient legal mandate to oversee and guide provision of TIVET programmes in the whole country.
  • Develop guidelines for corporate governance, management and partnerships in the running of TIVET institutions.

The output includes:

  • A report on barriers that inhibit access and equity in the TIVET system.
  • A strategy paper detailing specific interventions that will enhance access and equity in TIVET.
  • An analysis report on existing laws governing the TIVET system detailing strength and weakness.
  • A comparative analysis report on best practices in Kenya and  other countries, (with better performing TIVET systems).
  • An all-inclusive TIVET policy paper.
  • A draft bill for establishing TIVET Authority.
  • Analytical report on enhancement of capacity in the Kenyan TIVET system.
  • Comprehensive directory on capacity and capabilities of training providers, support organizations and public sector departments.
  • A register of regional centres of excellence with intervention framework for development.
  • Comprehensive guidelines for corporate management.
  • Proposal of intervention measures for effective partnership in TIVET system.
  • Comprehensive licensing criteria in the TIVET system.
  • Comprehensive implementation plan.
  • Report on current TIVET funding and resources requirement.
  • A strategic plan for resource mobilization for TIVET.  This should include strategic intervention to encourage private sector investment in TIVET.

Deliverables:

  • Identification of different types of barriers which inhibit access and equity in TIVET in Kenya.
  • Design an intervention programme for enhancing access and equity in TIVET.
  • Study in detail the existing legislative instruments governing the TIVET training sub-sector.
  • Design a unified legal framework and develop necessary legislative instruments and policies to govern and regulate TIVET, including establishment of a TIVET authority.
  • Carry out an audit on existing capacity of TIVET institutions in governance, management and delivery of training services.
  • Formulate guidelines for corporate management.
  • Develop guidelines and standards for health and safety within TIVET institutions.
  • Design licensing mechanisms for trainers and training providers.
  • Design a consolidated implementation plan.
  • Device a mechanism for mainstreaming drug abuse and  HIV/AIDS programmes in TIVET system.
  • Assess the current TIVET funding and identity resource requirements.
  • Develop strategies to mobilize resources for TIVET.
