Description and Deliverables

The overall objective of the project is to build the institutional capacity and technical competence of the new Ministry of Local Government Administration to perform its mandate regarding policy formulation and the development of implementation/enforcement mechanisms, particularly in areas identified in the Standards Implementation Plan and according to cross cutting issues.

The objectives of this contract are as follows:

  • A strong strategic position of the Ministry for Local Government Administration assuring its sustainability in the context of the Kosovo public administration for optimal fulfilment of its responsibilities.
  • The Ministry's strategy translated into planned, programmed and budgeted actions fully mainstreamed with gender and minority concerns.
  • A practice of supervision and coordination of municipalities which is effective but also leaves municipalities with sufficient means to adapt to local circumstances and their proper policy preferences:
  • Effective and beneficial supervision on correct law application and civil protection.
  • Standardization of municipal work, such as economic development planning, enabling performance indication and mutual benefits.
  • Specific central regulation requiring activities by municipalities clarified where needed.
  • Effective coordination of donor support to municipalities.
  • Effective implementation of cross cutting issues within Ministry and Municipalities

Results to be achieved:

  • A strategy for the ministry is designed an implemented which defines set of actions enhancing the quality of the Ministry's work and reflecting general practices of good governance.
  • General and open formulation of the Ministry's responsibilities in its Terms of Reference translated into planned, programmed and budgeted specific tasks to which departmental structures are adapted
  • Increased clarity as to supervision and coordination of municipalities:
  • Supervision on correct law application and civil protection introduced
  • Municipal work, such as economic development planning, more standardized enabling performance indication and mutual benefits
  • Clarification of the rules governing municipal responsibilities required by central regulation

Deliverables:

  • Design of a strategy for MLGA in close communication with stakeholders
  • Transformation of the Ministry's present and expected future responsibilities into a list of specific tasks on the basis of elaborated strategy
  • Drafting of a multi-year timetabled work plan, including its organisational, staffing and budgetary consequences
  • Coaching and training of Ministry officials.
  • Inventory of best practice inside the EU concerning supervision and coordination of municipalities in general
  • Accordingly design of supervision rules, organisation and procedure for correct implementation of administrative law by municipalities with particular regard to treatment of citizens in accordance with the EU general standards.
  • Support to the Ministry in implementation activities including cross cutting issues.
  • Inventory of the needs for coordination and standardization of municipal work
  • Design of coordination rules and support to their implementation.
  • Assisting municipalities in implementing cross cutting issues in particular gender related issues.
  • Assisting municipalities in seeking ways to improve the situation in the area of youth, education and the disabled.
  • Inventory of all legislation touching upon municipal responsibilities assigned by central government and inventory of problems municipalities have with correct application.
  • Inventory of EU best practice in these fields
  • Support the Ministry in drafting the legislation within the ministry's competencies taking into account EU standards.
  • Support the Ministry in setting up donor coordination and support mechanism.
  • Develop institutional capacity in the Ministry to implement the donor coordination and support mechanism.
