Description and Deliverables
The specific objective is to increase employability of young Palestinian refugees. The project has three fields of action:
- Upgrading and expanding of VET delivery;
- Modernisation of counselling and placement services;
- Reinforcement of Palestinian students’ access to higher education.
The project supports the modernisation and extension of VET providers’ capacities (Sibline training centre and 4 other VET providers that have several training centres in the camps) to provide adequate training to Palestinian students in order to improve their employment perspectives, even if they are very limited and precarious in the Lebanese labour market. This will be achieved mainly by upgrading existing courses: improving management, organisation and skills of staff and instructors, modernising training equipment, providing materials.
The project also supports the counselling, career guidance and placement services of UNRWA and other VET providers in order to support a better access of VET and higher education graduates to the labour market (local and international). This will be achieved through the training of staff and the design and implementation of adequate information system and guidance and placement methods and tools.
A scholarship fund for young Palestinian refugees in Lebanon will be managed by UNRWA services taking stock from their experience in the field.
- Upgrading of selected courses through design and implementation of new curricula, training of instructors and managers, development of partnerships with local community especially for the on-the-job-training (local enterprises and other local actors)
- Evaluation of the internal management of VET providers taking measures for improving effectiveness and efficiency
- Rendering counselling, career guidance and placement services effective and accessible to all Palestinian VET students and graduates
- Advice to encourage VET providers to move progressively from stand alone and individual actions to coherent and comprehensive action plans (sharing of resources and knowledge, common activities such as training of instructors, systematic better coverage of target publics, etc.)
