Description and Deliverables
The Objective of the assignment is to undertake a study, to define and describe the core public financial management business processes to achieve good budgetary outcomes and to specify the overall user functional and technical requirements for an integrated financial management system to support these business processes.
- discuss and recommend a distribution of public financial management functions between central and line ministry authorities and other executing agencies
- determine and document user and technical requirements on the basis of the agreed financial management framework
- prepare a request for proposals
The outputs for this assignment include:
- Recommendations on the financial management framework with the distribution of financial management functions between the central authorities and line ministries and other executing agencies; accompanying this would be observations on the corresponding legal and organizational changes.
- An overview conceptual design, building upon existing processes, systems, and vision Supporting documentation for each component of the design;
- Detailed functional requirements, building on the conceptual design work, business process evaluation, and interviews. Validation workshop with key stakeholders and necessary revisions;
- Technical requirements, translating the functional requirements into the software, hardware, communications, and implementation services necessary to deliver these functions across government operations in an appropriate phased manner.
- An analysis of the off the shelf software packages available which can meet the functional requirements of the AFMIS (Afghan Financial Management System).
- A gap analysis comparing the current and future environment, drawing on a detailed analysis of the current public financial management environment at the central, provincial, and local government levels
- A draft RFP with all necessary bidding documents consistent with World Bank procurement guidelines for tender of a turnkey solution provider to provide hardware, software, implementation services, and support services to deliver the required financial, accounting, and payroll systems in this phase of AFMIS.
- Final RFP with all changes incorporated.
Services
- Developing the regulatory and institutional framework in the core fiduciary management areas, focusing on results, involving identifying programmes, defining objectives and setting performance targets;
- Further systems development that is based on a full understanding of medium-term requirements and the country's implementation capacity;
- Capacity building and training in the central agencies, but also in line ministries and the provinces so that staff can maintain and operate systems independently and effectively.
- Establishment and implementation of sound regulatory and control frameworks for budget execution and fiscal reporting, and public sector procurement;
- Development of core systems for budget execution, government accounting, and internal and external audits;
- Development of human resources to effectively operate the systems;
- Operational performance (technical efficiency) of the fiduciary management functions
