Description and Deliverables
The overall objective of the project is to support the process of political decentralization in the Kyrgyz Republic by strengthening the capacity of local self-governments to manage effectively, in a democratically accountable way, the new responsibilities that they have been given and which they will continue to receive.
- Training of staff of the Ministry of Local Self-Government and Regional Development and of the Congress of Local Communities to enable them to take on the role of principal within central government for the implementation of the programme for political decentralization to the Local Self Governments
- Development of a clearly defined statement of the division of responsibilities between central and local self-governments with the implications for public and municipal service delivery
- Delivery of a road map and set of indicators applying to further steps of decentralization
- comprehensive review of progress at the central government level in respect to fiscal decentralization; identification and implementation of remedial actions in regard to bottlenecks;
- Training of a significant number of elected members and administrative staff of councils at Oblast, raion and aiyl levels, in the pilot oblasts of Naryn and Issyk Kul to enable them to play an important role in the process of decentralization and the practice of good local governance;
- Training of a number of elected members and administrative staff of councils at Oblast, raion and aiyl levels, from non-pilot oblasts, to enable them to play an important role in the process of decentralization and the practice of good local governance;
- Improvement of financial management and budgeting in the Local Self Governments in Naryn and Issyk Kul oblasts and identification of new sources of revenue for the Local Self Governments;
- Training and advisory for civil society organisations active in promoting participatory local governance;
- Development of a programme for the roll out of technical assistance from the two pilot oblasts to all other oblasts.
- Advisory service on the reform of local self-governance to the Ministry of Local Self-governance and the governors of the 2 pilot regions
- Development and execution of training programs to manage the reform process
- Assistance to legal and policy drafting on a bottom-up and bottom-down approach
- Development of local capacities to further develop the reform of public administration
