Description and Deliverables

The wider objective of Delphi II is to bring the supply of education and training closer to societal demand by developing continuing training and pursuing quality in and access to the Russian education system notably in the fields of VET, management training and open and distance learning. The project is to support the programme of modernisation of education of the government of the RF.

The Delphi II project consists of four components:

Policy advice to the Federal Ministry of Education and regional educational authorities and stakeholders
Management training
Vocational education and continuing training
Open and distance learning

Delphi II will build up upon results and innovative approaches developed under the Delphi I programme. The further development and dissemination of these results and their transfer into educational policy and changes at a systemic level will are a core task. Social dialogue between the education sector and state authorities, business and other stakeholders will be developed and transformed into institutionalised mechanisms.

Management training will strengthen industry - training provider relations, improving the quality of in-house training in companies and enabling trainers to effectively translate the business community training needs into training design and delivery. Vocational education and continuing training will focus on quality assurance, building up of partnership mechanisms between education and employment authorities and regional employers. The ability of VET centres to deliver innovative adult continuing training courses and to change their management and training practices towards a more client and demand-oriented and flexible approach. Open and distance learning activities will be aimed at making ODL a viable option for the delivery of continuing learning, in line with the demand. Regional resource centres for ODL created under Delphi I will be further strengthened. Activities and services executed includes among others:

Policy advice and assistance in strategy elaboration, building up sustainable partnership mechanisms
Transfer of know how, international experience and international trends in education
Management training, trainer training, support to VET
Implementation of conferences, workshops and study tours
Institutional development, particularly for VET centres
Procurement of equipment and material
