Description and Deliverables
The overall objective of the project was to develop the human capital that will become available as a result of the restructuring of the armed forces and to support the integration of demobilized personnel into civil society, through targeted training activities prior to their demobilization and release from military service. The project continued the TA already provided during prior training projects for officers laid off in RF. It covered the following areas:
- Strengthening the functioning of the Information Points and developing cooperation mechanisms among the existing structures at federal and regional level (ministries, employment services, training centres, social adaptation centres, etc.) for the delivery of vocational guidance, training, and employment assistance to military personnel;
- Delivering training and/or retraining programmes tailored to the needs of the military personnel prior to their demobilization, with a view to improving military personnels' employability and skills, adapting them to the needs of the civilian labour market; in particular Training needs analysis, revision/updating/drafting of curricula/training programmes, revision of training material, upgrading of trainers, organisation of distance learning, delivery of training

Developing and implementing a comprehensive approach to encourage the
military personnel to enter the labour market and help them be
employed, including information, professional orientation and
assistance to job searching and employment. That includes support to
social adjustment for military personnel, professional orientation and
employment support (organisation of the Job Counselling process),
assistance in the process of job search and in seeking new employment
opportunities, organisation of vacant job fairs etc.
- overall project management, regular cooperation with the target groups
- selection of regions and installation of regional working groups
- organisation of meetings, workshops, conferences
- institutional building: advice to the development of the information points (structure, organisation etc.)
- policy advice: consultancy and support to improvement of cooperation between the different stakeholders - meetings, workshops and cooperation initiatives
- capacity building: establishment of a system of professional orientation, organisation of the process of job counselling and job search
- organisation of vacant job fairs in the regions
- support to revision/updating/drafting of curricula / training programmes, revision of training material
- execution of trainers training
- execution of training for military personnel prior to their demobilisation
- dissemination of project results
- procurement: provision of equipment for information points
