Description and Deliverables
The overall objective was to strengthen the institutional capacity of the Ministry of Justice (MOJ) to implement the legal and regulatory systems in areas key to the functioning of a market system.
The Specific Project targets to reach this objective were as follows:
- To contribute to the improvement of legal framework and the policy for the development of notaries activities in a market environment,
- To contribute to the institutional development of the Republican & Regional Notary Chambers,
- To enhance the professional skills of the staff of the Ministry of Justice dealing with notary issues; the chamber staff and the private and state notaries;
- To increase public awareness about notary services.
The outputs were:
- Present laws concerning the notary analysed, comments on and proposals for modification of current legislation on notary activities and the Law "On Notariat" made
- Organisational and financial plan for the chambers elaborated, a rule of the notary chamber system drafted
- Capacities of the staff of the Notary Chambers improved (staff trained in chamber management and daily operation), capacities of the staff of the Territorial Organs of the MOJ improved (legal specialists trained in notary inspection)
- Notaries (private and state) trained, with an qualified notary trainer team established and upgraded, training materials in Russian language available
- A sustainable legal information system for the Notary Chambers established
- Public awareness regarding notary services improved
- A detailed and realistic policy for the notary reform elaborated and agreed
