Description and Deliverables

Consulting Services for developing an education financing and information system in Kosovo. Major Outputs for the education financing include:

Development of procedures and documentation for a decentralised budgeting system
Design of a system of education financing
Design of accountability and monitoring mechanisms
Support to the governance structures for financial planning, monitoring and accountability
Provision of training in financial management to key finance staff

Major outputs for the EMIS include:

Identification of data information needs
Identification of status of database development
Design, test and distribution of software to capture and analyse the essential data
Conceptual design of the EMIS
Provision of training to DES, municipality and school pilot staff
Set-up of computer hardware and software
