Description and Deliverables
The main objective of the "Regional Economic Development and Anti-crisis strategies" project was to provide the Regional Governors and administration with access to policy advice to improve the formulation of policies and strategies, within the regional legislatures. To address these issues, this project had three principal components:
Component I: Support to the Federation Council in policy development with a particular focus on anti-crisis measures- Continued support to the Federation Council in policy development with a particular focus on anti-crisis measures.
- policy advice and support in the drafting of regional economic and social policies
- support to the establishment of clear and transparent procedures for drafting of regional budgets, improvement of the financial regulatory framework and administrative controls
- policy advice and support in the drafting of regional economic and social policies (e.g. financial and fiscal regulation, investment policy, targeted social assistance)
- assistance to preparatory research
- Training of staff of regional Duma and administration (permanent staff and legislatures)
- draft and implement regional economic development policies and anti-crisis programs
- assist regional decision makers in the framing of regional development priorities and strategies.
- in-depth analyses of the discrepancies between the federal level and the regions in view of policy and law drafting, reinforcement of the institutions involved on the federal level and the regions by an improved infrastructure for vertical and horizontal relations between the public administration
- development of principles of good governance and of co-operation and harmonisation of the policy and law drafting process
- improved process of law and policy drafting / harmonisation on the federal level
- manuals, monographs and PR material to disseminate best practices, relevant and reliable data on each of the regions to be involved and on others to be decided for replication
- essential improvement of centre-periphery relations and harmonisation of policy
- Database of regional affairs on economic, political and legal issues
- Support to regional decision-makers and public administration staff of legislative methodologies and techniques for the effective implementation and application of laws
- Statistical work upgraded in accordance with world standards.
- Staff training modules which could be transferred to other regional units developed.
- Analytical grounded policy drafts available, Public Relation Campaign on the federal level and the regions completed
