Development and execution of a pilot training program in the field of regional legal drafting:

Analysis of: hierarchy of law / competencies on federal and regional level, legislative structures and processes, legal authorities, dissemination of legislative power
Development of a practice-oriented training program, design of tailor made training material and methodology
Complex training in legal drafting mechanisms and procedures (basic training, self study and individual coaching, advanced course, workshop and final conference) within a joint trainer team of all partners, based on the following modules:
Principles of legislation, Comparison of the federal and the centralised system
Hierarchy of law, federal and regional legislation in RF
Objectives of the legislative action and stages of the legislative process
Framework of legal drafting, logical stages of the drafting process on regional level
Practical law drafting: activities before the formal law drafting process starts, the policy decision to draft a law, the drafting process, drafting techniques and tools, sequences, stile and use of language, system of quality assurance for drafted laws
Delegated legislation, Implementation of a law, judicial review and sanctions,
IT and databases
Training focused on practical exercises, simulations, workshops etc.

Further assistance:

Policy advice to regional authorities related to the improvement of regional legislation (Identification of weaknesses, priorities, drafting capacities, legislative procedures, implementation tools, judiciary and public awareness), executed mainly through team leader
Coaching of drafting model laws, specific support to drafting of two laws ("On Local Self-government" and "On Land Relations")
Recommendations for dissemination strategies (executed mainly through the training coordinator)
Procurement of training equipment
Organization of a Final conference
Design and printing of a text book on regional legal drafting

Overall contract management and day-to day project management
Leading the analysis component (situation regarding regional legal drafting in RF / Orel oblast) and identification of priorities for regional legal drafting, training needs analysis and assessment of trainees
Joint development of training program, material and methodology
Organization, coordination and joint execution of training in two groups
Execution of Policy advice to regional authorities on priorities, needs, possible solutions
Provision of recommendations for dissemination strategies
Organisation of workshops and the final conference
