Description and Deliverables
The project was embedded in the activities
of the Vietnamese government aimed to carry out an education reform
in general and to further develop secondary education in particular.
In this framework the project dealt with the following topics:
- Improvement of the education quality by developing new curricula and teaching materials, esp. in the context with a integrative teaching approach in both natural scientific and art subjects;
- Institutional building: Improvement of class room and equipment capacities in different regions;
- Training of staff of the education administration of different levels (Ministry, regional education authorities, principals) on the area of education management;
- Assistance to the Vietnamese counterpart by consultancy and on-the-job training on the fields of monitoring and evaluation, project planning, reporting, budgeting.
Services included:
I. Improvement of the education quality by developing new curricula and
teaching materials, esp. in the context with a integrative teaching
approach in both mathematics/natural sciences and humanities:
(a) Curricula improvement (new or modified curricula, quality standards
for curricula), material development (teachers books, teaching aids,
textbooks etc);
(b) Quality of teachers: provision of materials; training and support
for mentors; upgrading of under-qualified teachers;
(c) Teacher training institutions: teacher training curricula, equipment, staff development.
II Increasing Access:
(a) Rehabilitate and provide new classrooms in ten provinces;
(b) Civil works for 234 schools (sanitation, water supply, construction supervision, furniture).
III Institutional Development:
(a) In-service training of staff of the education administration of
different levels (Ministry, regional education authorities, principals)
on the area of school management;
(b) Overseas staff development;
IV Project implementation and monitoring; Assistance to the Vietnamese
counterpart in the fields of monitoring and evaluation, project
planning, reporting, budgeting
- Project management and coordination, monitoring of results, reporting;
- Leading the expert team, briefing and supervision;
- Policy advice to key stakeholders and counterparts in Vietnam;
- Advice on institutional development, provision of recommendations and drafts to a strategy;
- Coaching of management staff;
- Support to training events for management, administrative and teaching staff;
- Support to the curricula development - advice on key issues of curricula planning, design and pilot implementation, supervision of the curricula reform and its implementation;
- Support to and coordination of equipment procurement procedures;
- Dissemination of results
