Description and Deliverables

The overall aim was to establish a sustainable educational and training system by developing means of effective and efficient educational management capable in the long term of achieving restructuring and reform. In detail, the assistance included the following measures/actions:

Train and develop Uzbek civil servants and educational administrators in strategic policy making and implementation
Assist selected members of the aforementioned group in making a situational analysis, draft policies and strategies for improving key areas;
Conduct pilot experiments in one rural and one urban region to evaluate the feasibility and effectiveness of the policies
Install an educational information system
Incorporate the results of the research, policy making and pilot experiments into a draft national strategy plan

ABU Consult provided support to enhancement of the National Programme for Personnel Training in Uzbekistan especially on the following key areas:

legislation in education
financing and resource management
management and organisational development, quality assessment, accreditation and access
educational management information systems
training of key personnel

And, as overall actions, enhancement of educational reform by providing long term capacity building and fostering empowerment of education authorities at local, regional and national levels, incl. set-up of a draft national educational reform strategy plan

ABU Consult's experts involved in this project were in charge of heading the key area working group on financial and resource management. This activity included the analysis of the current situation in this very area and the design of proposals and strategies to improve the education finance system. Further ABU staff was providing technical assistance to the process of reorganization of professional training institutes, including development of curricula and training materials to be used by trainers.Finally, ABU executed the project management, reporting and backstopping, and also equipment procurement.
