Description and Deliverables

The project aimed at the improvement of the education system to be adapted towards federal and regional development. The specific objectives of Technical assistance, which contribute to this aim were:

To support for the definition of policies and policy implementation programmes for primary, secondary and higher education and priorities for university research, finances, recruitment and general education standards.
To address the enormous retraining needs in several areas (formal education and professional training).
Support for the definition of responsibilities, changes in strategies and programmes at the federal, regional and local levels.
Implementation of the identified changes in selected pilot regions, including the implementation of mechanisms for the dissemination of innovative policies and programmes.
Creation of a modern data exchange system between the institutional structures involved in Education management.

Services included:

Development of a long-term financing strategy for the educational system, taking into account the budgetary crisis in Russia, incl. design of strategies for the definition of priority areas of educational development as well as for the formulation, management and financing of appropriate development programmes;
Improvement of quality instruments for the educational system as well as of the system of educational statistics; development and revision of curricula according to quality standards;
Analysis of the effectiveness of previous Tacis and other donor programmes in the area of education reform in Russia;
Policy advice on education management at federal and local levels;
Creation of demand oriented expertise centres at regional and local level, incl. advice on organisational development and management, training of trainers and on the job training;
Support to the networking of educational institutions.

Lead input to the Education policy advice, including advice on standards development and quality monitoring system and improvement of curricula;
Education planning, Strategy elaboration;
Detailed Support and assistance to Curriculum development according to requirements;
Teacher training;
Awareness building;
Organisation and Coordination of the equipment procurement process, from planning to installation;
several STE inputs on: Analysis, comparative review of the education systems, Re-training, Education Statistics, Education system property management, Regional education management development, school piloting; Information systems establishment and database strengthening; pilot implementation in the regions;
Planning and Execution of Study tour
Project Management, supervision and reporting;
Leading the team.
