Description and Deliverables

Support to the Armenian government inimplementing the social security reform under the conditions of a market economy.

Guidelines

  • Review of the social security legislation and preparation of guidelines and procedures (handbook) for the day to day implementation
  • Dissemination of prepared guidelines and provision of training and information on their preparation and implementation both on central and local level
  • Monitoring of the impact of the handbook on the working routines of management and staff

Organisation of decentralised offices

  • Design of the organisational development and management plans of the decentralised offices (social security-pension-employment-social assistance) at community and regional level
  • Definition of set up, functions, working procedures, internal financial management, functional and formal interaction with new national agencies and the Ministry of Social Security
  • Follow up in three pilot offices of the plans and monitoring of the efficiency and effectiveness on their working as well as the national system
  • Adjustment and finalisation of the plans and dissemination of best practices through training and information

Human resource development

  • Identification of three national experts to act as multipliers/trainers in the fields of organisation, management and finance of regional and local social security offices; Provision of a in-country refresher training on the above subjects and training methodology
  • Analysis of the training needs of policy makers and managers of the Ministry, National Agencies, regional and local offices
  • Design of curricula; preparing relevant material and delivery of four modular training courses of 200 hours on the above subjects
  • Organisation of a two weeks study tour for 10 participants to Germany and Great Britain to study relevant EU experience

Data processing and personal identification

  • Development of additional software packages for the IT-based management of the new 42 security and pension offices, the national agency and the Ministry in collaboration with the Yerevan Institute of Computer Research and Development
  • Provision of the necessary equipment and staff training
  • Development and testing of the networking procedures for data exchange between the installed central and local computer facilities

Design of a numbering system for the registration and exchange of personal information between the social security sub-systems
