EDF10 Botswana Human Resource Development Sector Policy Support Programme

ABU Consult Berlin as member of an international consortium is currently preparing a bid for the EDF funded “Technical Assistance to complement the “EDF10 Botswana Human Resource Development Sector Policy Support Programme” by strengthening the capacity of the Botswana Ministry of Education and Skills Development”. The project is envisaged to commence in August 2010 and to have a duration of 3 years.

For our team of experts we are searching for suitably qualified and experienced candidates:

NQF (Design, Operations and Quality Assurance ) Expert (460 working days)

  • Candidates must be able to provide copies of diplomas and copies of employers' reference letters or similar documents proving the accuracy of their CV. This is a mandatory requirement for restricted EuropeAid tenders and these documents have to be included in the bid. Please do not send these documents with your application, you will be asked for them at a later stage.

Qualifications and experience

  • 3-year university degree or equivalent education, social sciences, economics, management or related fields
  • Strong representational and cross-cultural communication skills
  • Strong report and proposal writing skills (English)

General professional experience

  • Minimum 8 years of relevant professional experience, preferably 10 years or more
  • Practical experience of leading and supervising consultancy teams in developmental projects
  • Practical experience of undertaking consultancy work internationally

Specific professional experience

  • Significant experience of managing and implementing initiatives in NQF and Credit Accumulation and Transfer Systems (this will be given significant weight in the evaluation)
  • Understanding based on extensive experience, of restructuring in a public sector environment, organisational and management issues and governance arrangements associated with NQFs
  • Extensive experience in the practice of strategic planning for education and training
  • Understanding, based on extensive experience, of the policy development associated with NQFs
  • Experience in initiating change and managing this in the longer term.
